On February 20, a press conference with media representatives was held at the Mykolaiv City Community Recovery and Development Office. Our experts presented plans and tasks for the near future.
Viktor Sikalenko, director of the Mykolaiv Development Agency, said that due to the full-scale invasion of Russian troops in Mykolaiv, there was a shortage of project management personnel. There is also a need to improve the system of a single center for needs analysis, cooperation, management, and monitoring of project implementation.
“It is clear that the full-scale war has had a negative impact on the Mykolaiv territorial community, so we have faced many challenges: lack of staff, financial shortages, and other difficulties,” said Viktor Sikalenko.

Therefore, the Recovery and Development Office has a number of tasks, namely:
- to increase the professionalism of employees of structural units of the Mykolaiv City Council for the effective and high-quality implementation of projects for the recovery and development of the city of Mykolaiv, to improve the quality of sectoral services to the population;
- to develop an action plan to improve services in today’s realities and to establish the work of utilities and municipal institutions so that they can function, taking into account all the challenges associated with a full-scale war;
- create opportunities to attract funding for projects/action plans with the help of international support.
Currently, the Recovery Office employs eight experts in various fields, including culture, administrative services development, small and medium-sized business development, green transition, reintegration of IDPs, veterans and their families, governance, youth policy, and critical infrastructure.

During the press conference, each of the eight experts presented their activities, revealing key aspects of the department’s work. They covered a wide range of issues related to the recovery and development of Mykolaiv city community.
The Recovery Office is working with UNDP Ukraine with financial support from the Government of the Kingdom of Denmark. The experts’ work was carried out within the framework of the Youth and Community Development and Engagement Office project, with the assistance of the United Nations Development Program (UNDP) in Ukraine and financial support from the Government of Denmark.
